Failures are unavoidable. Each year country faces various project failure rates, often wasting millions of rupees per failed projects.
Starting a new project can be exciting, challenging, and scary all at the same time. The pilot project is an initial small-scale implementation that is used to prove the viability of a project idea. This could involve either the exploration of a novel new approach or idea or the application of a standard approach recommended by outside parties but which is new to the organization.
According to many researchers, Inclusive Education projects in Pakistan suffered a lot due to different issues but behind every issue was a societal human Logo, with which every individual is surviving in this society. Everyone is carrying his/her societal Human Logo. Our Human Logo decides our success and failure in practical life. It also decides the mode of Human Logo towards the task that has been assigned to a person in his ground or duty. The thing important here is the kind of Human Logo we are living in this community, that’s a matter much. Our sense of commitment and determination matters a lot on the way of achievement and reaching our destination.
Many gaps in inclusive education projects had been mentioned by researchers but the few of them were rental posts and lack of serious connection from the top management and allocation of funds on dead slices of the project e.g lack right human logo, be deficient in of clear vision and strong will and grip, absence of required training and experience and protocols, etc.
Two projects of inclusive education were launched by the Punjab government, PIEP and IVS one after the other. Various posts in the above-mentioned consecutive projects were not advertised for selection of experienced, trained, and determined workforce with special Education qualifications.
“Voucher Scheme for Inclusive Education at PEF Schools for mainstreaming of Special Needs Children.” Punjab Inclusive Education Project. Missing of Director Inclusive, Director administrative, and data expert all these posts are considered the backbone of any pilot project was missing. All such Posts remained un-advertised throughout the project and it was filled through rental posts (Additional charges).
A bus without a driver cannot reach its destination; its journey cannot call a smooth journey same situation had been seen in this project. According to researchers, The project of an inclusive voucher scheme for the inclusion of children suffering from mild disabilities in the regular settings at the Punjab Education partners schools in these districts; District Lahore, District Multan, District Vihari, and Districts of Rawalpindi Division was launched on 1st January 2016 spread over three years as mentioned in the PC-1, From The beginning, this project was on the shoulders of rental posts than how we can think about its fruitful results. Prior to this program, The PIEP had been launched in the Bahawalpur and Muzzafargarh districts as consecutive projects. PIEP project targeted the enrollment of special children with mild disabilities in Public Schools, while the Mentioned project targeted the private education sector.
According to sources, unfortunately, not a single time higher authorities of this project advertised the permanent post of director inclusive, administrative, and data experts. Which are considered the main pillars of any project to plan, manage, direct, execute, and evaluate all the activities accordingly to its PC-1 designed timelines are they or not? The people who were working as project directors, directors inclusive, and administrative in the PIEP project were given additional charges to manage the activities of the IVS project. Now you can imagine the level of performance of both projects at the same time. Have you ever found yourself in a boat trying to move upstream without a paddle? If happens, then it means you were aware of the failure but did not take an interest to manage resources and risk management.
